Big Joe is one of the crazier characters in the story. ^_~
According to both the game and the PW book, Big Joe was originally a boxing champion on the late years of the Zeboim civilization. During his last fight, he suffered a head injury, and (I think) lost. But instead of recovering normally, when he came to, he thought he was "The King" -- meaning Elvis, of course, or something like it. He put on that skin-tight red jumpsuit and went on with his life believing that. (Heh, poor guy.)
When the Zeboim civilization finally fell, Big Joe was somehow preserved in a nanoreactor. By whom, or why, we can only guess, but due to that intervention, he survived to appear in present-day Xenogears. I imagine that, due to that shock, and the shock of his injury (you can't tell me that believing he's Elvis doesn't equal some sort of great shock or trauma!), he's become a lazy drunk. ^_~ However, he's a popular lazy drunk -- when you fight him in Aveh's tournament, he suckers the audience into attacking you for him, even though he can't hit you to save his life.
Near the end of the game (after you complete Merkava and end up at the Snowfield Base), he can be found on the second floor of the convenience shop in Zeboim City, selling a slew of high priced (but very high quality) items.
