Zephyr's story starts in Episode IV with Sophia, Lacan, and Krelian. She was the youngest member of the group by far, still in her teens when she joined Sophia's fight against Solaris. I think Shevat was still ruled by a bunch of old men at this time (in reality if not in name?), so she might have just been a representative. The three sages (Melchoir, Gaspar, Balthasar) eventually supported her bid for the throne.
During the Solaris War she played the part of diplomat. Her presence was unremarkable until the end, when she (with Shevat) agreed to turn Sophia over to Solaris in exchange for Miang, and an end to the war. It isn't clear if this was her decision or if her collegues were responsible, but after Sophia's death Krelian blamed Zephyr and the three sages. He equipped her with a device to extend her life, but he holds the key; if he ever wishes to see her dead, it'll happen.
In the present, Zephyr is trying to resist Solaris's military might (and not succeeding very well), and atone for her sins in the past by helping the surface dwellers rebel against their oppressors. She convinces Fei and his friends to help her, and Shevat becomes their base of operations.
On the subject of Fei and company... what an odd blast to the past that must be for her. Fei, Elly, Sigurd, Bart - I wonder what she thinks when she looks at them. Does she feel grief, or more guilt, or is she beyond that? We'll never know, I guess.
