Primera is Billy's younger sister. She was born a year or two after their family left Solaris, so while she has the coveted pure blood, she never knew her homeland.
Instead, she grew up in the Aquavy Island area while her father ran off on missions for Shevat. During one of his long absences their home was attacked by Wels and their mother was killed; what she saw that day was so terrible that she has refused to speak ever since.
When Billy began his tutelage under Bishop Stone, Primera was left to care for the other children at their house, which was converted into an orphanage for children who, like them, had lost parents to Wel attacks. She did everything she could to help him, but still refused to speak. Later, their father returned, and Prim forgave him for being gone. He was the first one she talked to, when she decided to try speaking again.
