Jesse was born to Abraham and Mariah Blanche in Entranank, Solaris. Judging by his appearance (and Billy's), I think it's safe to assume he's a First Class citizen. He entered Jugend when he was thirteen, and he was probably at the top of his class, given the opportunities presented to him later on. He married Raquel when he was eighteen (winning her favor over Stein), and Billy was born later that year.

When he was twenty, Jesiah sponsored Sigurd's studies at Jugend and created the group known as the 'Elements', which Hyuga and Ramsus were also invited into. This was probably the first time such an important group (and they must have been at least command-level) was represented by lower-class citizens, which just makes me think all the more that Jesiah must have been part of a very influential family to create such waves in Solaris's status-quo. But the Elements were broken up two years later when Sigurd left and Ramsus was promoted.

At twenty-five Jesiah was in line for the command of Gebler (maybe Ramsus left that position behind too), and in competition with Stein over the rank. He eventually beat out his rival, but after holding the position for a couple of years, he took his family down to the surface and deserted Solaris, around the same time Hyuga led the Third Invasion of Shevat. Maybe the secrets revealed to him at that level were too much for him to accept, because once he was on the surface, he sought out Shevat and joined their war against his former homeland.

During this time Primera was born, Raquel was killed by Wels, and Billy was taken under Stein's wing (disguised as Bishop Stone). One of the men he worked with, Joshua Black, died, and Jesse took on his persona and had himself modified by surgery so he would resemble his old friend and be less conspicuous when he had to face Solaris directly. He eventually returned to his family, but only Primera gave him a warm welcome - Billy is no longer very fond of his father, and the two do not get along.
